Nonprofits without 501(c)(3) IRS Status (other than Institutions of Higher Education)
Native American Tribal Organizations (other than Federally recognized tribal governments)
Bona Fide Agents of a State or Local Government (with required legal, binding agreement documentation)

Foreign organizations are not eligible: Non-domestic (non-U.S.) entities are not eligible to apply. Non-domestic (non-U.S.) components of U.S. organizations are also not eligible to apply.
