Orphan or Abandoned Well Plugging Program (OAWPP)
Pennsylvania’s Orphan or Abandoned Well Plugging Program (OAWPP) funds projects to plug orphaned or abandoned oil and gas wells. The goal is to reduce health, safety, and environmental risks posed by aging, unmanaged well sites. Funding is provided through the Marcellus Legacy Fund via the Commonwealth Financing Authority.
