Any county that does not currently have a NCA-member CAC or MDIT. Applicants must meet statutory requirements under Act 28 of 2014, including identifying a region of the Commonwealth the applicant will serve, receiving a letter of endorsement from the District Attorney(s) and MDIT(s) of the counties served, assurance of intention to apply for membership with the NCA within a reasonable time period, and obtaining a letter of endorsement from the Children's Advocacy Centers of Pennsylvania (PENNCAC)
