Construction Management and Inspection Services for Doheny Ocean Desalination Project (Reissue)
Summary
South Coast Water District is seeking qualified firms to provide construction management and inspection services for the Doheny Ocean Desalination Project. The work covers project controls, commissioning oversight, contract administration, and technical support during construction, commissioning, and early operations under a progressive design-build-operate-maintain delivery model. This is a qualifications-based procurement (RFQ/RFQ for SOQs) rather than a research grant and is intended to select the most qualified owner’s representative consultant for a large public desalination project.
Description
South Coast Water District (District) invites qualified firms to submit Statements of Qualifications (SOQs) to provide Construction Management and Inspection (CM&I) Services for the Doheny Ocean Desalination Project (“Project”). The District is advancing the Project through a Progressive Design-Build-Operate- Maintain (PDBOM) delivery model. Construction is anticipated to begin following completion of approximately 60% design, with an anticipated Notice to Proceed issued in July to August of 2027. The District seeks an experienced Owner's Representative Construction Management Consultant to provide construction management, inspection, project controls, commissioning oversight, contract administration, and technical support during construction, commissioning, and initial operations of the Doheny Ocean Desalination Project. This RFQ invites Respondents to submit SOQs describing in detail their technical and qualifications to perform the Contract Services. This procurement is conducted in accordance with California Government Code §4526 et seq. (Qualifications-Based Selection for architectural and engineering services). By utilizing a PDBOM project delivery approach, the District expects to secure substantial public benefits. These benefits include having a single point of Project accountability; optimal risk allocation; cost savings; collaborative design development; incentives and enforcement capacity for high performance and efficiency gain; expedited project design and construction scheduling; lower life-cycle costs; and predictable long- term operation and maintenance costs. The District’s intent in developing this RFQ is to select the most qualified firm, for the Project in accordance with the requirements of this RFQ.
