Eligibility

U.S. SBCs owned and controlled (>50%) by: U.S. citizens or permanent resident aliens; other U.S.-owned SBCs; an Indian tribe, Alaska Native Corporation (ANC), or Native Hawaiian Organization (NHO) (or a wholly owned entity of such tribe/ANC/NHO); or any combination thereof
SBIR-only: U.S. SBCs majority-owned by multiple venture capital operating companies (VCOCs), hedge funds, or private equity firms (no single firm may own >50% unless it itself qualifies as a U.S.-owned SBC)
Joint ventures of eligible entities – a joint venture in which each entity to the joint venture meets the SBC ownership/control requirements (and complies with SBA registration/proposal rules for VCOC-owned structures)
United States Small Business Concerns (SBCs) – for‑profit entities with a U.S. place of business that primarily operate in the U.S. and have no more than 500 employees (including affiliates)
