Eligibility

Nonprofits without 501(c)(3) IRS Status (Other than Institutions of Higher Education) — Resource-Limited Institutions
Tribal Colleges and Universities — Tribal entities qualifying as RLIs
Non-HBCU, non-Tribal entities that meet BOTH RLI criteria: (1) NIH support ≤ $6M/year in 4 of the last 7 fiscal years (excluding C06, S10, and all G activity codes), and (2) award ≤ 5 biomedical research PhDs per year on average over the most recent 5 years (per NSF NCSES data)
