Background The State of Utah - Division of Facilities Construction and Management (DFCM) is seeking qualified firms or individuals to provide Programming & Design services for the relocation of the Department of Health and Human Services to the Franklin Covey Campus. This project aims to enhance operational efficiency by consolidating approximately 1,600 employees from various locations into a single facility, thereby improving service delivery and resource management.

Work Details The selected contractor will perform Programming & Design services that include:

Developing multiple scenarios for remodeling or construction of the campus, with associated costs.
Assessing the current layout of the Franklin Covey building to maximize space utilization according to DFCM Space Standards.
Creating a strategic space utilization plan that may involve hoteling spaces or multi-person cubicles.
Addressing specific interior needs such as secure areas for vital records, reception areas with security features, climate-controlled medication storage, and various office configurations.
Evaluating exterior needs including parking lot modifications, landscaping improvements, and accessibility enhancements.
Ensuring compliance with DFCM Approved Fabricator List and State of Utah High Performance Building Standards.

Period of Performance The contract period will commence upon award and is expected to conclude with substantial completion prior to December 31, 2028.

Place of Performance The work will be performed at the Franklin Campus located at 2650 S Decker Lake Blvd, West Valley City, Utah.

Bidder Requirements Bidders must be licensed by the State of Utah and comply with all relevant state laws. The lead consultant must ensure that all subcontractors also meet licensing requirements. Additionally, bidders must submit a DFCM Termination or Debarment Form certifying their eligibility to participate in state contracts.
