Eligibility

Joint ventures of eligible SBCs (each joint venture entity must meet SBA SBIR/STTR ownership requirements; joint venture must have <50% participation by foreign business entities; if includes VCOC-owned concerns, must comply with 13 C.F.R. §121.705(b) registration/proposal requirements)
Tribal-/ANC-/NHO-owned U.S. Small Business Concerns (including wholly owned business entities of an Indian tribe, Alaska Native Corporation, or Native Hawaiian Organization)
SBIR-only: SBCs >50% owned by multiple venture capital operating companies, hedge funds, private equity firms, or any combination (no single such firm may own >50% unless that firm itself qualifies as an SBC that is >50% owned and controlled by U.S. individuals)
