Background The City of Pasadena is seeking qualified consulting firm(s) to provide as-needed services for the review, permitting, inspection, and overall project management of telecommunication facilities installation within the public right-of-way. This initiative aligns with the City’s mission to ensure compliance with local regulations and federal standards, specifically the Pasadena Municipal Code (PMC) Chapter 12.22 regarding Telecommunications Facilities.

The City anticipates an increase in permit applications and construction activities based on inputs from various telecommunications carriers.

Work Details The scope of work includes:

1. Project Management: Review application documents for compliance with PMC and related standards; coordinate with relevant authorities; compile comments and assist in preparing responses; monitor timelines to ensure compliance with FCC shot clocks; assist in environmental review documentation; and prepare entitlement permits.

2. Construction Management and Inspection: Oversee construction activities, manage daily operations, conduct pre-construction meetings, ensure compliance with permits and standards, provide regular updates, manage construction schedules, and document all activities through detailed daily reports.

Period of Performance The contract will be performed on an as-needed basis without a guaranteed minimum amount of work or hours. The duration of the contract may include extensions subject to City Manager approval.

Place of Performance Services will be performed within the public right-of-way in Pasadena, California.

Bidder Requirements Bidders must comply with local regulations including obtaining a Pasadena business license if required. Contractors are advised that certain work may be subject to prevailing wage laws as per California Labor Code. Additionally, contractors must adhere to the Pasadena Living Wage Ordinance for contracts exceeding $25,000.

The City is seeking qualified consulting firm(s) to perform services on the application review, permitting, inspection, and overall project and construction management aspects of telecommunication facilities installation within the public right of way on an as-needed basis. The services performed shall be in conformance with Pasadena Municipal Code (PMC) Chapter 12.22, Telecommunications Facilities. The scope of work may include but is not limited to the permit applications and construction drawings review; coordination and processing through permit issuance; and related inspection and construction management for telecommunication facilities installation. All work shall be in accordance with PMC Chapter 12.22 and all applicable City and Federal Communications Commission (FCC) standards. Under supervision by City Staff, the consultant(s) shall take the lead role in all project management from permit applications submittal through completion of construction. All work shall comply with time regulations as governed by FCC shot clocks.The City does not guarantee any minimum amount of work, number of assignments, or hours under this on-call agreement, and services will be requested solely at the City’s discretion as needs arise.
