Background The City of New Haven is a recipient of federal funds under the American Rescue Plan Act (ARPA) to combat the effects of COVID-19. This contract aims to utilize ARPA Fiscal Recovery Funds to renovate and expand an existing animal shelter, enhancing its capacity to serve the community effectively.

Work Details The project involves the renovation and addition of an existing animal shelter, which includes:

• Concrete trenching and patching
• Masonry modifications and lintels
• Interior and exterior removals
• Plumbing, HVAC, and electrical modifications associated with interior renovations.

Specific areas to be renovated include restrooms, break room, cat isolation room, laundry, grooming, and disinfection rooms. The addition will be approximately 700 square feet, constructed with cast-in-place concrete walls and wood joist roof framing. It will include a storage area, dishwashing area, and veterinary exam room. Exterior work will consist of concrete sidewalks and chain-link fencing. The HVAC design and structural equipment support details will be provided in an addendum.

Period of Performance The contract period is defined as starting from the effective date of the agreement until all ARPA funds are obligated by December 31, 2024, and expended by December 31, 2026.

Place of Performance The work will be performed at the existing animal shelter located in New Haven, Connecticut.

Bidder Requirements Subrecipient must comply with various federal regulations including but not limited to maintaining a Unique Entity Identifier (UEI), adhering to equal opportunity employment practices as per Executive Order 11246, complying with federal procurement rules under 2 C.F.R. Part 200, and ensuring that all subcontractors follow similar compliance measures.

Interior renovations include but are not limited to restrooms, break room, cat isolation room, laundry, grooming, and disinfection rooms, and new acoustical panel ceilings, lighting, and HVAC throughout facility. The addition is approximately 700 SF, constructed of cast-in-place concrete walls and wood joist roof framing, and built into a slope on the rear of the building. The addition includes a storage, dishwashing, and veterinary exam room. Exterior work includes concrete sidewalk and chain-link fencing. The HVAC design and structural equipment support will be released in an addendum.
