Background The City of Franklin is issuing a solicitation for the WAR-East Second Street project, PID No. 119965, aimed at upgrading traffic signals and fiber optic interconnect improvements along State Route 73/East Second Street. The project spans approximately 1.65 miles from Riley Boulevard to Interstate 75 and includes enhancements at seven signalized intersections to improve traffic management and safety.

Work Details The contractor will prepare construction contract plans for the following services:

• Full reconstruction of traffic signals at three intersections: East Second Street at Charles Street/Victory Lane, Millard Drive, and Deardoff Road. This includes installation of new mast arm poles, signal heads, traffic control equipment, CCTV cameras, and emergency vehicle preemption systems.
• Upgrades to fiber optic communication and controller systems at the remaining intersections to integrate them into the City’s Advanced Traffic Management System (ATMS) for future technology expansion. The estimated construction cost for this project is $2,283,701.00.

Period of Performance The plans are expected to be completed by December 15, 2027. The anticipated date for authorization to proceed with the selected consultant is August 2026.

Place of Performance The work will be performed in the City of Franklin, Warren County, Ohio along State Route 73/East Second Street.

Bidder Requirements Bidders must meet prequalification requirements set by the Ohio Department of Transportation (ODOT) for engineering and design-related services. Firms must be prequalified in Financial Management System Evaluation if they provide engineering services. Additionally, only individuals (not firms) can be prequalified for right-of-way acquisition services.
