Eligibility

United States Small Business Concerns (SBCs) — for‑profit entities with a place of business in the U.S., operating primarily in the U.S. or contributing significantly to the U.S. economy
Joint ventures of qualifying SBCs — each venturing entity must independently meet SBIR ownership/control eligibility; JVs with entities majority‑owned by multiple VCOCs/HFs/PEs must meet 13 CFR 121.705(b) requirements
SBCs majority‑owned and controlled (>50%) by U.S. citizens or permanent resident aliens (including via other qualifying SBCs)
SBCs owned by Indian Tribes, Alaska Native Corporations (ANCs), or Native Hawaiian Organizations (NHOs), or their wholly‑owned business entities
SBIR‑only: SBCs more than 50% owned by multiple venture capital operating companies (VCOCs), hedge funds, or private equity firms (with no single VCOC/HF/PE owning >50% unless itself a qualifying SBC)
