Eligibility

For-Profit Organizations: United States Small Business Concerns (SBCs)
Joint ventures that qualify as U.S. SBCs (each party must meet SBIR ownership/control rules; JV must have <50% participation by foreign business entities)
SBCs more than 50% directly owned and controlled by U.S. citizens or permanent resident aliens (including through other qualifying U.S.-owned business concerns)
SBCs owned by an Indian Tribe, Alaska Native Corporation (ANC), or Native Hawaiian Organization (NHO), or a wholly owned business entity of such tribe/ANC/NHO
SBIR-only: SBCs more than 50% owned by multiple venture capital operating companies (VCOCs), hedge funds, private equity firms, or any combination (no single firm may own >50% unless that firm itself qualifies as a U.S.-owned SBC)

Only United States small business concerns (SBCs) are eligible to apply.
