Eligibility

United States Small Business Concerns (SBCs) – for‑profit entities with a place of business in the U.S., operating primarily in the U.S. or contributing significantly to the U.S. economy; ≤500 employees including affiliates (SBIR/STTR size standard)
SBCs >50% directly owned and controlled by U.S. citizens or permanent resident aliens (or by other qualifying SBCs so owned)
SBCs >50% owned by Indian tribes, Alaska Native Corporations (ANCs), or Native Hawaiian Organizations (NHOs), or wholly owned business entities of such (if otherwise meeting SBC criteria)
Joint ventures of eligible SBCs (each venturer must independently meet SBA SBIR/STTR ownership criteria; joint venture must have <50% participation by foreign business entities)
SBCs >50% owned by multiple venture capital operating companies (VCOCs), hedge funds, or private equity firms (SBIR only; not eligible for STTR)
