Background The Government of the Virgin Islands, through its Department of Human Services (DHS), is seeking a qualified Electronic Benefits Transfer (EBT) Contractor to provide Supplemental Nutrition Assistance Program (SNAP) services. The goal of this contract is to ensure the effective delivery of SNAP benefits to eligible households in the United States Virgin Islands, adhering to federal regulations and operational standards.

Work Details The EBT Contractor will be responsible for providing comprehensive SNAP EBT services, which include:

1. Compliance with federal regulations and guidelines for EBT systems, including the Quest Operating Rules and USDA Food and Nutrition Administration regulations.

2. Establishing and maintaining an EBT account structure that accurately tracks benefit balances and transactions.

3. Processing client transactions at authorized retail locations, ensuring that SNAP benefits are accessible and properly managed.

4. Providing administrative terminal functionality for DHS staff to manage accounts, issue cards, and process benefit authorizations.

5. Implementing security measures to protect client data and ensure the integrity of transactions.

6. Conducting regular reporting on program participation, transaction activity, and system performance to DHS.

7. Supporting disaster recovery operations to maintain service continuity during system outages or emergencies.

Period of Performance The contract will commence upon execution by the Commissioner of the Department of Property and Procurement and will remain effective for four (4) years with two (2) two-year renewal options.

Place of Performance The services will be performed in the United States Virgin Islands.

Bidder Requirements Bidders must have a current business license in the US Virgin Islands, provide proof of SAM.gov registration, submit a detailed cost proposal, demonstrate experience with similar projects, and comply with all applicable federal regulations regarding EBT systems. Additionally, bidders must outline their approach to fraud prevention and provide an Anti-Fraud Plan.
