Background The North Central Texas Council of Governments (NCTCOG) is a voluntary association established to assist local governments in planning for common needs and coordinating regional development.

As the Metropolitan Planning Organization for the Dallas-Fort Worth area since 1974, NCTCOG's Transportation Department is responsible for regional transportation planning and provides technical support to local transit providers.

The goal of this contract is to secure Regional System Manager Support Services to assist in managing transportation operations across the region.

Work Details The selected firm will provide a range of services under the Regional System Manager Support Services contract, including:

1. Planning Phase:

• Program Management: Support in policy, programmatic management, project schedules, and monthly progress reports.
• Review Existing Documents: Technical expertise on regional implementation documents.
• Develop Planning Documents: Creation of system architecture and operational plans.

1. Procurement and Deployment Support:

• RFP Development: Assist in creating Requests for Proposals for various systems.
• Project Oversight & Coordination: Attend meetings, perform technical reviews, and provide support services.
• System Engineering Support Services: Technical support related to software applications and data integration.

1. System Acceptance Support:

• Independent Validation and Verification: Review test plans and confirm systems meet specifications.
• Training Support: Oversee training programs for system components.

1. Operations and Maintenance Support: Monitor system operations, develop strategies, and coordinate vendor support as needed.

2. Technical Support for Partner Agencies: Provide recommendations on technology projects and assist with procurement processes.

3. Outreach and Marketing Support: Develop outreach programs to promote transportation initiatives.

Period of Performance The contract is expected to commence on March 1, 2027, with a performance period of three years.

Place of Performance The services will be performed within the North Central Texas region, specifically focusing on the Dallas-Fort Worth Metropolitan Area.

Bidder Requirements Proposers must comply with specific requirements including submission of signed attestations regarding compliance with federal regulations, non-discrimination laws, and other relevant state clauses.

The NCTCOG encourages the use of local firms but will evaluate all proposals based on established criteria.

North Central Texas Council of Governments (NCTCOG) is requesting written proposals from qualified firms or an individual to provide TR-RFP-2027-03 Regional System Manager Support Services. The selected system manager will assist NCTCOG in managing transportation operations on a regional basis by providing system engineering and technical support-related services that are intended to interact with and supplement transportation systems management and operations provided by local transportation agencies in the North Texas region. The scope includes program and project management support for a planning phase; review of existing regional and local system-related documents such as system architecture, system design, concept of operations, functional requirements, and implementation plans; development of planning documents; assistance with developing Requests for Proposals for different systems/components; oversight and coordination of projects including technical reviews of submittals; and system engineering support that may include reviewing, testing, and comments on software applications, application development services, or custom interfaces to support integration and data sharing. The work also includes independent validation and verification support as systems are deployed, such as reviewing supplier test plans, witnessing testing, developing test reports, and advising on testing locations and approaches; training support through review/feedback on training programs and attendance as needed; and, at NCTCOG’s discretion, operations and maintenance support, technical support for partner agencies for transportation management and system operations and related programs (including technology identification, evaluation, integration, infrastructure assessment, field acceptance testing, and coordination), and outreach and marketing support. NCTCOG will conduct the project under the guidance and supervision of a Project Review Committee, with NCTCOG serving as project manager, contract manager, and procurement administrator. The project timetable is three years from the date the consultant firm is authorized to proceed, with an anticipated contract start date of early March 1, 2027.
