Background The County of San Mateo is issuing this Request for Proposals (RFP) to establish agreements with qualified contractors for project management, project implementation, and related consulting services. The County aims to support various initiatives, including the planning, design, procurement, implementation, integration, and rollout of software-as-a-service (SaaS) and other technology systems. Additionally, it seeks to enhance operational and organizational improvements. The County emphasizes its commitment to enhancing the health, safety, welfare, and natural resources of its community.

Work Details Contractors will provide experienced project managers to lead or augment County project teams. Responsibilities include:

• Managing project teams
• Maintaining project plans
• Coordinating stakeholders and vendors
• Managing risks, issues, schedules, budgets
• Ensuring effective communication
• Conducting post-implementation reviews
• Reviewing vendor invoices
• Providing hands-on assistance with tasks related to planning, design, configuration, testing, data validation, change management, training, and cutover planning. Specific deliverables include regular updates to project plans and status reports.

Period of Performance The contract will have a term of three years from the date of execution.

Place of Performance Services will be performed within the geographic boundaries of San Mateo County.

Bidder Requirements Proposers must have been providing similar services for at least six years within the last ten years. Proposed project managers must have a minimum of five years relevant experience. Proposers must be registered with SAM.gov and provide their Business Name and Unique Entity ID (UEI). Local businesses may receive preference under the County's Procurement Preference for Local Businesses Ordinance.

The County’s objective in issuing this Request for Proposals (RFP) is to establish agreements with one or more qualified contractors to provide project management, project implementation, and related consulting services on an as-needed basis. Services may support a range of County initiatives, including the planning, design, procurement, implementation, integration, and rollout of software-as-a-service (SaaS) and other technology systems, as well as non-technology operational, organizational, and business-process improvement projects.Selected contractor(s) may be engaged to provide experienced project managers and related subject-matter support to lead or augment County project teams, develop and maintain project plans and governance structures, coordinate stakeholders and vendors, manage risks, issues, schedules, budgets, communications, change management, and implementation activities, and otherwise support successful project delivery.The County does not guarantee a minimum volume of work; specific assignments within the scope of this RFP, duration, and staffing needs will be established through individual contracts.The County’s standard contract template is included as an appendix to this solicitation. Awarded contractor(s) will be expected to enter into an agreement prepared by the County using this template. Proposers should ensure that their firms have completed legal review of the contract terms before submitting a proposal. If a proposer wishes to request exceptions to the County’s standard terms, it must submit a Contract Exceptions Request by the Deadline for Questions, Comments, and Contract Exceptions identified in the Solicitation Schedule. The County will consider requested exceptions but reserves the right to reject proposed modifications to its standard contract terms.
