Eligibility

SBCs majority-owned and controlled (>50%) by U.S. citizens or permanent resident aliens (or by other concerns that are each majority-owned/controlled by such individuals)
SBCs owned by an Indian Tribe, Alaska Native Corporation (ANC), or Native Hawaiian Organization (NHO), or a wholly‑owned business entity of such tribe/ANC/NHO
SBCs majority-owned by multiple venture capital operating companies, hedge funds, or private equity firms (SBIR-only), provided no single such firm owns >50% unless that firm itself qualifies as a small business majority-owned and controlled by U.S. individuals
Eligible Joint Ventures of SBCs – each venturer must independently meet SBIR ownership criteria in 3(i) or 3(ii); JVs including any 3(ii) venturer must comply with 13 CFR 121.705(b)
